President Saddened by Passing of Byron Nelson
I was saddened to learn today of the passing of Byron Nelson. Byron Nelson was a legend in the game of golf, setting extraordinary standards for excellence on the course. More importantly, he was a true gentleman and role model for generations of golfers. Laura and I join fellow Texans and the sports world in extending our sympathies to his wife, Peggy, and his family and friends.

Notice: Continuation of the National Emergency with Respect to Burma
On May 20, 1997, the President issued Executive Order 13047, certifying to the Congress under section 570(b) of the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 1997 (Public Law 104-208), that the Government of Burma has committed large-scale repression of the democratic opposition in Burma after September 30, 1996, thereby invoking the prohibition on new investment in Burma by United States persons contained in that section. The President also declared a national emergency to deal with the threat posed to the national security and foreign policy of the United States by the actions and policies of the Government of Burma, invoking the authority, inter alia, of the International Emergency Economic Powers Act, 50 U.S.C. 1701 et seq.

(IEEPA), I hereby report that I have issued an Executive Order blocking property of persons in connection with the terrorist act in Beirut, Lebanon, on February 14, 2005, that resulted in the assassination of former Lebanese Prime Minister Rafiq Hariri and the deaths of 22 others, and other bombings or assassination attempts in Lebanon since October 1, 2004, that are related to Hariri's assassination or that implicate the Government of Syria or its officers or agents.

Message to the Congress of the United States
Section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)) provides for the automatic termination of a national emergency unless, prior to the anniversary date of its declaration, the President publishes in the Federal Register and transmits to the Congress a notice stating that the emergency is to continue in effect beyond the anniversary date. In accordance with this provision, I have sent the enclosed notice to the Federal Register for publication, stating that the Iran emergency declared on March 15, 1995, is to continue in effect beyond March 15, 2006. The most recent notice continuing this emergency was published in the Federal Register on March 14, 2005 (70 FR 12581).

THE VICE PRESIDENT: Well, he's right about national security leaks. There have been a number over the years, but there have been some recently that have been most egregious; and one, obviously, does have to do with the NSA program that's been the focus of a lot of attention in the last few weeks. ... There have been others. I thought Director Goss was rather restrained in his comments, but he was absolutely correct. ... It, obviously, reveals techniques and sources and methods that are important to try to protect. It gives information to our enemies about how we go about collecting intelligence against them. It also raises questions in the minds of other intelligence services about whether or not they can work with the United States intelligence service, with our CIA, for example, if we can't keep a secret. If every secret that we're told, or that we had ends up on the front page of the newspapers, some of our friends overseas are going to be reluctant to do business with us. So it's -- it is a serious problem.

Scott McClellan: The NSA's terrorist surveillance program is targeted at al Qaeda communications coming into or going out of the United States. It is a limited, hot pursuit effort by our intelligence community to detect and prevent attacks. Senate Democrats continue to engage in misleading and outlandish charges about this vital tool that helps us do exactly what the 9/11 Commission said we needed to do - connect the dots. It defies common sense for Democrats to now claim the administration is acting outside its authority while their own party leaders have been briefed more than a dozen times - only after there was a leak and subsequent media coverage did they start criticizing the program. Such irresponsible accusations will not keep us from acting to stay a step ahead of a deadly enemy that is determined to strike America again.

This week we learned that our economy added 108,000 jobs in December and has added over 400,000 jobs in the last two months. Our economy grew at more than 4 percent in the third quarter of 2005, and it has been growing at nearly that rate for two years.
